A new legislation comes into force today that’s pitted to revolutionise the public sector procurement.
Originally due to be introduced last October, the Procurement Act 2023 is designed to streamline the process and make it easier for small businesses, start-ups and social enterprise to work with the public sector.
This includes those supplying to government departments, for instance, or local authorities and social housing organisations.
A new ‘competitive flexible’ procedure is designed to simplify the bidding process, and new eight-year ‘open frameworks’ are being introduced to ensure suppliers are not shut out for long periods of time.
Suppliers will also be able to be listed at any time, creating a ‘dynamic market’ that can be more reactive and enables these companies to be listed in time to bid.
It’s expected to attract more small and medium-sized enterprises that might have been deterred previously by barriers to entry.
The existing Find a Tender service has been built on to become a central digital platform that should make it easier to find and bid for contracts, with the ability for companies to store details that can then be used for multiple bids instead of having to input these each time.
